Programmatic budgets have arrived in Brazilian DOOH. The question is not whether it will affect your operation — it's whether your inventory will be ready when a DSP wants to buy it.

This article is not about theory. It's a practical guide for small and mid-sized OOH/DOOH operators on what to understand and execute to avoid missing the next wave of revenue from their own inventory.

What programmatic DOOH actually means

In traditional sales, you get a call from an agency, put together a PDF proposal, negotiate over WhatsApp, close via email, and manually load the creative. The entire cycle can take days. Sometimes weeks.

In programmatic buying, the advertiser (or their agency) uses a platform called a DSP (Demand-Side Platform) to define the audience, the budget, and the contextual criteria. The DSP queries available inventory in real time across SSPs (Supply-Side Platforms) — the platforms that represent you, the screen owner. When there's a match between what the advertiser wants and what your screen offers, the slot is purchased automatically, the creative is delivered to the screen, and the impression is logged. All of this in milliseconds.

What your inventory needs to have ready

The barrier to entry for programmatic isn't money. It's organization. Most small operators have digital screens and content running, but their inventory isn't described the way platforms require. It's like having a product on the shelf with no price tag, no barcode, and no photo.

OpenOOH and OpenRTB: the standards that unlock everything

Two open standards underpin the global programmatic DOOH ecosystem. You don't need to be an engineer to understand them — but you need to know they exist and that they define how platforms read your inventory.

OpenOOH (Venue Taxonomy)

Maintained by the OAAA (Out of Home Advertising Association of America), the OpenOOH taxonomy is a standardized list of venue types — the types of environments where your screens are installed. In February 2026, the OAAA published a significant update with more granular classifications for fast-growing segments like retail media and entertainment venues.

In practice, the taxonomy distinguishes "screen in a commercial building elevator" from "screen in a residential building elevator," and both from "gym screen" or "bus stop screen." When you classify your inventory using these codes, any DSP in the world understands what it's buying — without needing to call and ask.

OpenRTB 2.5/2.6 (Real-Time Bidding)

OpenRTB is the protocol that governs how SSPs and DSPs communicate in real time. When an SSP offers an impression from your screen to a DSP, it sends a "bid request" containing all the structured data: screen location, venue type, resolution, estimated audience, floor price. The DSP responds with a bid (or doesn't). All via API, in milliseconds.

The detail that matters: OpenRTB needs accurate data to work. If your screen has no venue type, no geolocation, and no audience data, the bid request goes out empty — and no DSP bids on undescribed inventory.

Simple analogy

OpenOOH is the product label. OpenRTB is the checkout system. Without a label, the product doesn't scan at checkout. Without a checkout, the product doesn't sell. You need both.

The small operator's path: 7 steps

Enough theory. Here's what to do, in the right order, to prepare your operation for programmatic revenue.

Geolocation (lat/long), address, venue type (OpenOOH taxonomy), resolution, orientation, accepted format. If it's in a spreadsheet, migrate to a system that structures this data. This is step zero.

Define slots and loop

How many ads per loop, duration of each slot, repetition frequency. This determines your available inventory per hour and directly affects the CPM the SSP can offer the market.

Estimate your audience

Use manual counting, municipal traffic data, Wi-Fi analytics, or sensors. Even a conservative estimate beats "not informed." The market buys by impression — if you don't quantify, you don't sell.

Make sure your CMS supports external delivery

Your player needs to accept creatives from external sources (via API or SSP integration) and confirm playback (proof of play). If your CMS is closed and only accepts manual uploads, it's the bottleneck. Check whether the manufacturer integrates with any SSP (Broadsign, NovaStar VNNOX, Scala, etc.).

Choose an SSP and start onboarding

VIOOH, Vistar Media, Broadsign Reach, and Place Exchange all operate in Brazil. Each has minimum inventory requirements and an integration process. Start with one, learn the process, scale later.

Set your floor price

You're not obligated to accept any bid. The SSP lets you configure a minimum CPM. Start with a conservative floor to generate volume and data. Adjust as you learn how the market behaves.

Monitor, optimize, repeat

Track fill rate (% of slots filled by programmatic), average CPM, and which venues perform best. This data feeds back into your pricing and inventory expansion decisions.

"But I'm too small for programmatic"

This is the most common objection. And the most dangerous one — because the longer you wait, the more expensive it gets to join later.

Brazil's programmatic DOOH market is in a supply-expansion phase. SSPs are actively seeking smaller operators to increase the diversity and capillarity of available inventory. Having screens in mid-sized cities, in niche verticals (elevators, gyms, pharmacies, bus terminals), or in regions outside the Rio–São Paulo axis can be, paradoxically, more valuable than having 5 extra screens on Faria Lima — because demand for geographic and contextual targeting is growing.

The sector is composed primarily of mid-sized companies (51%) and micro/small businesses (40%). If programmatic were only for the big players, 91% of the market would be excluded. And that's not what's happening.
